American government was quite modest at the beginning of the 20th century. Then tectonic events like the Great Depression, World War II, and the Cold War led to the rise of "big government." Congress sought to preserve its power over this burgeoning bureaucracy. It created its own management bureau, criminalized agency lobbying, closely monitored presidential management, limited agency PR, and strengthened legislative liaison duties of cabinet departments. These initiatives weren't always successful.In the 21st century, conservatives have challenged this "administrative state." They argue bureaucrats have too much power and want Congress (and the Supreme Court) to re-assert control. This book provides the historical context for this controversy. Whether readers approve or disapprove of the rise of American bureaucracy, this book recounts how things got to this point. 'Mordecai Lee's delightful anthology captures the rise in the twentieth century of the managerial presidency and the administrative state, and the concomitant efforts by Congress (and Supreme Court) to counter these trends. Thanks to his meticulous research we know so much better where 'we' came from and why/how we came from 'there.' To use the phrase by James Fesler, the 'presence of the administrative past' cannot be ignored. It is as Lee notes in his preface: the past does not repeat itself, but we can acquire insights from learning about it. Mordecai Lee is Professor Emeritus at the University of Wisconsin-Milwaukee, USA, where he taught for 22 years. He has written 11 books and 70 articles. Lee received a PhD in public administration from Syracuse University, USA. Before joining the academy, he was legislative assistant to a Member of Congress in Washington, elected to five terms in the Wisconsin State Legislature, and was executive director of a faith-based nonprofit engaging in public policy advocacy. His academic interests are in American history, government public relations, and nonprofit management. Cambridge Scholars Publishing has published three of his books on these subjects: The Emergence and Scope of the Voice of Government, A History of Public Administration in the United States, and A History of the American Nonprofit Sector.
