Ecem Buse Sevinē Ēubuk is an Assistant Professor in the Department of Management Information Systems at Aydn Adnan Menderes University, Türkiye. Her expertise lies in digital government strategies, innovation management in the public sector, and enhancing digital competencies among civil servants. With a Ph.D. in Political Science and Public Administration from Pamukkale University, she has conducted extensive research on the intersection of ICT-led innovation in the public sector and public value creation. Her dedication to advancing the field has been recognized through prestigious fellowships and scholarships, including the YUDAB International Research Fellowship and the TÜBTAK Doctoral Thesis Research Scholarship. Between January 2020 and November 2021, she was a guest researcher in the ICT section of the Engineering, Systems, and Services Department at the Faculty of Technology, Policy, and Management, Delft University of Technology, Netherlands. This research opportunity, supported by Türkiyes Council of Higher Education, further expanded her expertise in digital transformation and public sector ICT systems. Beyond her academic and policy work, Dr. Sevinē Ēubuk is the editor of the book Digital Competency Development for Public Officials published by IGI Global. Her teaching and research continue to inspire advancements in public administration and management, focusing on the integration of innovative technologies into governance and the empowerment of civil servants to lead in a digitally transforming world. The main interests include digital transformation of public services; public sector innovation; policy and practice of innovation management; public information systems; talent management in the public sector; digital competencies and digital leadership; public value creation; civic engagement into digital transformation process and adoption of new technologies by public organizations.
