Economic activities that are non-observed, in the sense of not being directly observed and measured, are those that are underground, illegal, informal, or undertaken by households for their final use. Some activities may also be missed because of deficiencies in data collection systems. These five groups of activities comprise the non-observed economy (NOE). This publication presents an inventory of the current practices of 43 countries, including UNECE member countries as well as some countries outside the region, in measuring NOE activities. Information is synthesized and organized to allow for cross-country comparisons of the methods used to estimate the size and importance of the different types of NOE activities.
